COUNC Oy cage Members of Council March 27th, i975 APR ~ 7 i397 Mayor J.M. Campbell Re: G.V.R.D. Meeting ~ March 26th, 1975 Al. The Mill Rate for the Greater Vancouver Regional Hospital District will be approximately .87 compared to last, year's rate of .70. 2. There is an outfit, Battelle Memorial Institute, which carries out studies of the potential of Solid Waste as a source of energy. At present, they are doing a study and we are participating in it up to a cost of $10,000.00. We are hoping that the Provincial Government will pick up some of our share. 3. We defeated a recommendation to cut~back the number of members of the Parks Board from about 20 to 10 as most of us agreed that there is _a definite need in this area for local input. 4. We were told by Mr. Kelly that B.C.H.I.S. has approved Mr. O'Toole's salary (Administrator, Coquitlam Hospital) for the full amount. 5. The odd part about our regular meetings is the fact that we spend so much time on the affairs of the Electoral Areas. I would say that in 1974, Port Coquitlam did not take up any more than 15 minutes of the time fo the members and also I am willing to say that we average at least one~- half hour on Electoral Areas each meeting. At this March 26th meeting, . we spent well over one hour. 6. After the meeting, we held a Livable Region explaination meeting for the Press and for some interested non-members. At 7:30 p.m. that evening we presented it in the Dogwood Room at the P.N.E.. ‘I am on the Monitoring Committee and have always been reluctant to think that we can get much input into this study. We spent 4 lot of time and it was well set up and yet it attracted only 300 to 400 people. Of this number, many were from the Maoist Movement who became very loud and made every effort to break up the meeting. When you think of only 300 to 400 people out of over one Million -- it is not any representation from the public. If we are going to have any success with this study, our smaller meetings in the communities must be successful. If the public does not participate, then we must go ahead in phasing development, because management of growth is absolutely necessary.
