October 23rd, 1978. DELEGATIONS: Delegations: His Worship Mayor J.M..Campbell introduced Inspector R.W. Galbraith Insp. R.W. Galbraith of the Coquitlam R.C.M.P. Detachment who then spoke on policing in the City of Port Coquitlam and advised they are in the process of making some structural changes within. the Detachment which he would like to explain to Council at a meeting in the near future. Inspector Galbraith then answered questions from Council on a variety of subjects. Alderman Ranger inquired regarding use of the same R.C.M.P. officers in an area so the community could get to know them and Inspector Galbraith advised this was part of the new zone policy going into effect. Alderman Ranger asked whether the two additional men had been hired as approved in the 1977 budget and Inspector Galbraith advised new officers had arrived during the past two weeks. Alderman Ranger asked for clarification of the youth program and Alderman Keryluk advised he had noticed a change in the approach of officers visiting the schools and expressed appreciation for the new youth program policy. Alderman Traboulay asked whether the new officers included women and Inspector Galbraith advised few women have been making applications to.join the R.C.M.P. Alderman Laking asked for clarification on the length of response time to calls from residents and Inspector Galbraith advised the average time is 2 to 3 minutes with emergency calls getting priority. Alderman Mabbett asked that Inspector Galbraith look into the offences occurring under the City of Port Coquitlam Traffic By-laws regarding parking large vehicles in residential areas and 'No Parking' zones during the weekend. UNFINISHED BUSINESS: City Eng Sept Fron the City Engineer, September 28th, 1978 recommending that the “> . 28/78 28/78 xe Welcher Avenue Dump be phased out and that private dumping of garden Icher Ave. Dame er ave refuse not be allowed after November ist, 1978 and that By-law No. 1202 be repealed. It would also be necessary to amend the by-law to allow the use ox more than three receptacles or plastic bags per property to allow clean-up materials to be disposed of with the regular garbage so that it will not be necessary to have clean-up week in the Spring and Fall.
