OFFICE OF THE MAYOR DAVID T. DRISCOLL June 13, 1988 The Honourable Marcel Masse Minister of Energy, Mines and Resources Aouse or Commons JIlst Floor, 580 Booth Street Ottawa, Ontario KIA OE4 Attention: Mr. J. Ramsey Chief of Staff Dear Sir: Recentiy the National Energy Board authorized a defacto energy removal permit to B.C. Hydro and Power Authority by allowing the capacity of its plant in Greater Vancouver to be included in base load. The impact of burning natural gas in the Lower Mainland area will be Co exacerbate already high levels of acidity in our rain and result in seriously deteriorating air quality. Technical evidence indicates that the Lower Fraser Valley will be most sériousiy impacted. Federal reports on the agricultural effect of increased soil acidity as well as acute plant damage and the health effects of ozone are well known. No power export must oceur as a result of burns of petrochemical fuels within this sensitive air basin. We implore you to exercise your executive authority to prevent this permit for energy export using Burrard Thermal in base load calculations. Yours truly, David T. Driscoll Mayor CL.
