The people ORE has been written and said about the United Nations Security Council during the past three weeks than during any com- parable period of that body’s existence. But the mass of words, and the concocted sound and frenzy are designed to obscure the issue before UN, which, in its essence, is sim- ple enough. The overriding issue is to halt the war in Korea, to keep it from spreading into a global war, and to permit the Koreans to determine their own form of government. The only realistic plan to achieve those ends has come from the Soviet delegate, Jacob Malik. Malik’s proposals were: 3 @ That the US issue a “cease fire” order in Korea. @ That all foreign troops be withdrawn from Korea. -@ That “North” and “South” Korea be invited to the Security Council to state their case before the whole world. @ That China be admitted to its seat on the Security Council so that its 450,000,000 peo- ple will be represented. Can the Korean problem be settled while the American army stands on Korean soil, and .by the preponderance, of military strength dominates the situation? The answer is no. Can the Korean problem be settled with- - out hearing ‘from the people directly involved, the Koreans themselves? Of course not. Can there be any concerted movement in -. the direction of world peace while China, a‘ _ mation that comprises one-fifth of mankind, is denied the right to participate in delibera- tions that directly affect its future? Again the answer is no. : _ Instead of serious considering these ques- tions which hold the key to peace, the com- mercial press and the radio commentators shriek that Malik is “winning the propaganda fight.” c It’s not a matter of “propaganda”. And if these are on Malik’s side, then the job is not to shriek insults and denunciations, but to consider the proposals with the seriousness they merit. : That's the job, at any rate, if one is inter- ested in world peace. ry The strategy of the American, British and Canadian governments is quite plain to see. Under an “air cover” of high-powered and lying propaganda about “Soviet aggres- sion” they pursue a step-by-step, “creeping” war involvement. First aircraft, then naval ships and now ground forces—all in a cynical attempt to complete the violation of the Cairo, Yalta and Potsdam agreements, and of the UN Charter itself. The Canadian cabinet, under pressure from Washington (it has been reported that External Affairs Minister Pearson has been on “secret” trips to Washington and New York) is flying in the face of public opinion by ° plunging Canada deeper and deeper into the military adventure in the Far East. There is no Canadian foreign policy at all. It is made in Washington. As the LPP has repeatedly pointed out, the Canadian government has before it an alternative which could help to re-establish peace in. Korea and prevent the present crisis exploding into world war. But St. Laurent and Pearson have not listened. With the fervent backing of Coldwell, Drew and Low, the gov- ernment is tying this country to the chariot wheels of “Me and God” MacArthur. That is the path, not of national freedom and peace, but of rational humiliation and disaster—and world war. (The advertisers then proceed to pose the question, “Are you with the United Nations, or are you with International, Communism?” : A dishonest question presented in typical “free enterprise” style. Dishonest, because no facts were presented by which the worker could make his decision. Typically ‘free enterprise’, because the question was based on fear and prejudice. The ad went on to say in bold type, ‘““We know where Harvey Murphy Stands, are you with him?” Again, no facts to substantiate the bald statement on which the question was based. The advertisers then proclaimed: “The United Steelworkers whole- heartedly support the United Nations. We invite the workers of Trail who feel the same way, to join with us today.” , Why didn’t the advertisers (Local 4281, United Steelworkers of America, CIO-CCL) tell.the workers why they stand where they do? Why didn’t they explain the UN position on Korea? Why were Herbert Gargrave, ex-CCF MLA, ex-AFL organizer, now working for Millard, and his friends so bashful? Gargrave must know, if he examined the facts as critically as he advises others to do, that the war in Korea started as a civil war. He knows that the UN Charter specifically forbids intervention by any state in the internal affairs of other nations. He must know, if he has an ounce of grey matter under his hat, that the U.S. government | has no damn business in Korea, that the Yanks should get out of Korea and stay out—and that goes for our government too, ; “Socialist” Gargrave knows that U.S. imperialist ambitions do not stop with Korea, He knows that Truman’s declaration of armed inter- vention in Korea also encompassed Formosa, Viet Nam, Indonesia, Malaya and the Philippines. He knows that the present U.S. policy in Asia is tantamount to armed aggression against all the Asian peoples, 1,000 million strong! ; “CCFer” Gargrave knows that the so-called Sbuth Korean govern- ment was a corrupt and unpopular regime placed and maintained in office by the millionaire MacArthur and the American government. He knows that this puppet government was repudiated last May by. the people of South Korea. Gargrave knows that the People’s Democratic Republic of Korea, which is leading the fight for liberation, is 4 government based on a coalition of workers and farmers and enjoys the support of the overwhelming majority of all Koreans. _ Gargrave knows that the UN, acting with unseemly haste, illegally carried through the dictates of Truman and supported American inter- vention in Korea. He knows that to this day the UN has refused to hear the representatives of the People’s Democratic Government of Korea in order to round out its knowledge of the conflict. Gargrave knows that the head of the American government re- fused to declare that the atom-bomb would not be dropped on Korea. - He knows that the U.S.-controlled majority of the UN has yet to come out for the prohibition of the use of atomic weapons. Gargrave knows that the dropping of one atom-bomb, bringing searing, horrible death to tens of thousands of innocent people, could well signalize the start of a world atomic war with its mass extermination of peoples, “Labor leader” Gargrave knows that: the living costs of South Koreans, under American occupation, increased twenty times from 1947 to 1950. He knows thatthe capitalists who squeeze the life blood out of colonial peoples are the very same “free enterprisers” who fight against wage increases, raise prices and rents, smash picket lines and engineer union-wrecking at home—while screaming “Red” in order to .cover their criminal acts. “Union organizer’ Gargrave knows that working people do the dying and paying in war. He knows that the rich get richer and the poor get poorer by war.
