RECOMMENDATION: That the “Board of Variance Bylaw, 1982, No. 1919" be given first three readings at the Council meeting of July 19th, 1982 with final reading to follow on August 3rd, 1982. BACKGROUND AND COMMENTS: As we reported to all Council members early im June we have now been advised by Statistics Canada that the 1981 population of the City of Port Coquitlam is 27,535. Since this figure is in excess of 25,000 we are required, by Section 726 of the Municipal Act, to increase the size of our Board of Variance from three to five’ members. One of the additional members will be appointed by the Council and the other by the Minister of Municipal Affairs. our present Board of Variance Bylaw with the solicitor it was agreed that the bylaw could be simplified and shortened by removing many sections which simply repeated the statutory provisions of the Municipal Act and to accomplish this it was thought that the best method of procedure was simply to repeal the old bylaw - which, incidentally, was passed in 1969 - and replace it with an updated version. We have also taken advantage of this situation to ensure that the procedural provisions of the bylaw are as clearly worded as they can be te specify the procedure that is followed in the handling of appeals.
