Dear Mr. Freeman: In the absence of the Minister of Manpower and Immigration, the Honourable Bryce Mackasey, I wish to acknowledge and thank you for your letter of March 9, 1972 concerning the resolution passed by the Municipal Council ef the Corporation of the City of Port Coquitlam. The Unemployment Insurance Commission has been investigating very carefully reported delays in payment of benefit and has found that in the majority of cases, these are in fact postponements rather than delayss For instance, a claim is postponed until a later date when it is found that the claimant has a continuation . of earnings after scparation such as holiday or’ severance pay or both, or when there is a disqualification imposed for voluntarily leaving his or her omployment. Delays occur when the claimant fails to give all pertinent information when filing a claim or when the employer fails to provide proof of previous insured employment on behalf of the claimant. Investigations have shown that a very smali percentage of delays are the result of the normal human errors that are bound to occur while processing a heavy load of claims. The Commission has already made several changes in procedures in order to expedite payments, which hava had satisfactory results. Other changes are being considered and appropriate amendments to the Act and Regulations will be made if they are warranted. The new Act permits benefits to be paid to welfare agencies where a claimant has received financial aid from the agency because his claim was delayed for longer than four weeks duc to administrative problems, and the claimant has signed an assignment form. : evee ANK Ridaain Straat © GN nite Rirtean
