Barkley and Associates was retained to review the feasibility of undertaking renovation of the former medical building. The Barkley report outlines the condition of the building and what work would be required to be done in the proposed renovation and in the Executive Summary he states that “based on the costs identified in this report it does not seem that renovation is economically “easonable. Mr. Barkley met with the former FIG Committee to review his report and during the meeting he _ expressed the opinion that the building was built in the 1950's and was designed to last thirty years and that if we undertook the renovation we would be looking at extendisz the life of the building for only another ten to fifteen years. Some of the major costs of the proposed renovation is a result of th .ding being so close to City Hall. The committee asked Mr. Barkley to review a proposal unde: ich a canopy would link the three buildings thus reducing the spatial separation requirements. Mr. Barkley submitted a second report which outlined that “amalgamation will not result in cost savings but is more likely to result in additional costs,” | | oe The options available are: @ to renovate the building at an estimated cost of $500,000 | | | e to demolish the building and provide additional parking for the downtown area at an estimated cost of $52,000 The committee ~ecommends demolition of the building and construction of a 28 space parking lot with funding comin m our Parking Reserve which had a balance of $417,798 at the end of 1993 and there are no fur commitments from this reserve.
