If, in the submittal of an application for employment, the name of a Senior Staff

member appears as a personal reference, such appearance shall be entirely discounted
and ignored in the consideration of the person for employment and the staff member
considering such application shall not contact the Senior Staff member named.

Nothing contained in this policy shall be deemed to restrict the right of a Council
member to make whatever comments the Council member thinks appropriate if the question
of whether a certain person should or should not be employed by the City is being
discussed at a Council meeting. It is also to be specifically understood that each
Council member is free to make whatever investisations or conclusions he may wish.
with respect to the City's employment policies and practices either generally or
specifically and to present the results of such investigations and his conclusions

to a Council meeting."
