where either the road needs reconstruction now or where further
detcrioration is imminent. The present surrace condition is such
that in some cases the road is unsafe to drive because of uneven-
ess.

Rehabilitation of these rcads would consist of spot
reconstruction with major thickness overlays or else total
reconstruction of the road if the overlay would otherwise be
too great.
