June loth, 1975 Swabey asked that the Council write the Canadian Transport Commission requesting that the Telephone Company be granted a reasonable increase and also signify its support of that utility's expansion programme. Mr. Swabey then referred to the willingness of the Telephone Company to discuss the equalization of the rate structure in the not too distant future. Alderman Ranger stated his concern with respect to the fact that the Telephone Company's American subsidiaries and parent company benefit from monies received from Canadian subscribers, and he also expressed the view that Port Coquitlam subscribers are being discriminated against in having to pay toll charges for telephone calls to neighbouring municipalities such as Surrey. Alderman Ranger pointed out that the elected representatives of the G.V.R.D. agree with the City's views that telephone rates should be equalized within the Greater Vancouver Regional District. Mr. Swabey then produced a copy of the Company's financial statement which he stated shows money does not flow to the United States in any great amounts, and at the request of Alderman Ranger, Mr. Swabey agreed to leave the document for perusal by members of Council. Alderman Thompson inquired as to the savings enjoyed by the Telephone Company in charging for directory assistance, and Mr. Swabey advised that the most significant benefit realized in charging for this service has been a reduction in the number of calls coming in. Alderman Thompson inquired why it was important that the municipalities endorse the Telephone Company's application, and Mr. Swabey stated the Company would like to think they had the support of the public. Alderman Thompson stated he was in favour of the Telephone Company having a rate increase. Acting~ Mayor Alderman Traboulay commented that the last time an increase was granted the City was promised toll-free calling to Whalley, and Mr. Swabey advised that effective October 5th, 1975, the City will have flat rate calling to Richmond, Whalley, and Steveston, and by June, 1976 to Pitt Meadows, Haney and Whonnock. Acting-Mayor Alderman Traboulay then thanked Mr. Swabey for his presentation this evening and Mr. Swabey then left the meeting.
