COUNC REPORT OCT 18 1976 Mayor and Council October 7th, 1976 Housing Committee | Re: Development of Lots — Taylor Street Council referred to the Housing Committee the question of sale of City lots on Taylor Street in cc.ujunction with certain developments proposed for that area. The current proposal is to have the City participate in the servicing costs of Taylor Street in order to make the development of the whole area economical and that the City lots serviced thereby would be offered for sale. The Housing Committee has considered this proposal and recommends that we participate in the servicing costs of Taylor Street and that 18 City- owned lots outlined on the attached map, be offered for sale. In support of this, the Committee can advise the Council of the following tentative discussions that have taken place:- 1. Servicing costs appear to be reasonable and lots could be marketed act a price that would permit A.H.O.P. housing. Z. The Committee feels that the lots should be offered in the present 33' lot configuration rather than attempting to cancel interior lot lines and replot the property. The City Planner concurs with this recommendation 3. The Committee discussed two possible choices in marketing the property i. outright sale of the lots to local residents or builders, subject to certain restrictions, perhaps incorporating the requirement that the house be constructed to meet A.H.O.P. standards and to enable the City to get a grant under the Municipal Incentive Grant Programme. ii. offer the land for development proposals wherein the City would invite proposals for the construction of a number of dwelling units that would be innovative in design and would meet A.H.0.P. and M.I.G. requirements. The successful bidder would then become eligible to purchase the land at a certain price and would build and market the housing created. The Committee preferred the latter alternative as a means as creating some innovative housing. The Committee wants to pursue this particular aspect of marketing more closely with local builders to see just what the best alternative would be from a point of view of the sale of these parcels. 4. The Committee has communicated with the Leisure Activities Committee and understands that certain lands south of Connaught should be reserved for park purposes.
