August 14th, 1978 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on August 14th, 1978 at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J, Keryluk, G.R. Laking, E.W. Mabbett, P.F. Ranger and L.M. Traboulay in attendance. Also in attendance were City Clerk R.A. Freeman, City Engineer, F.E. Peters, P.Eng., Fire Chief W.S. Wingrove, Deputy Fire Chief J.N. Boileau, City Treasurer J.G.S. Maitland, Recreation Director K.J. Taylor, Planning Technician R. Zotzman, Acting Works and Utilities Superintendent E. Heffner, and M.K. Warwick. CONFIRMATION OF MINUTES: Moved by Alderman Ranger: Minutes~July24/78: Seconded by Alderman Mabbett: That the minutes of the regular meeting of this Council held on July 24th, 1978 te taken as read and adopted. Carried. DELEGATIONS: Delegation-re Gollywog Teen Disco - appl'n for Bus.Licence The City Clerk advised that Mr. Garry J. Derksen was in attendance to address the Council with respect to his application for Business Licence for the "Gollywog Teen Disco" at 2614 Shaughnessy Street. Mr. Derksen introduced his partner, Mr. Dave Peat, and presented a Brief to the Council in support of his application for a Business Licence and further advised that signatures on the Petition in support thereof had been obtained at a booth at the proposed business location, that is from persons frequenting the downtown area, rather than in a door-to-door solicitation. Alderman Traboulay questioned the necessity of the application being before the Council and indicated that he had received numerous telephone calls, the majority of which had been in support of the Disco. Sgt. Tony Beecroft, and Const. Mark Beyeler, i/c Youth Detail, Coquitlam Detachment R.C.M.P. were in attendance and requested that the Council defer making a decision in this regard for at least one week to enable the R.C.M.P. to prepare a written report for Council's consideration concerning policing requirements of such an establishment. Alderman Laking advised that the Leisure Activities Committee had met with the applicant and the Committee recommended tabling the matter until additional information had been obtained from those municipalities
