Kirk June 26, 1990 City Administrator File No. 28/90 Carlos Felip Director of Planning Rezoning Application 2651 to 2665 Jane Street, 2670 Burleigh Street Planning and Development Committee ~— June 26, 1990 RECOMMENDATION: It ig recommended that this application be approved to proceed for rezoning from RS—-1 to RM-4 under section 963 of the Municipal Act subject to: 1. The four properties being consolidated into one; 2. Completion of a satisfactory design; 3.. The applicant being advised that the proposed buildings are subject to a building code review at the time of a building permit application; &. Solutions of the concerns expressed by the Municipal Engineer 3, 5. Submission of landscape plans to the satisfaction of the Parks and Recreation Department at the development permit stage; 6. The area bounded by the center line of the Coquitlam River to the south, the southern boundary of the Ganadian Pacific Railway right of way to the north and the western boundary of the City of Port Coquitlam to the west be declared a development permit area; 7. Issuance of a development permit; and 8. The applicant be advised that the provisions of the RM-4 zone recently approved by Council, will apply to this project. PROJECT DESCRIPTION: The proposal is for a 52 units garden apartment complex composed of two principal buildings. All apartments have two bedrooms, with areas between 933 sq. ft. and 1003 sq. ft. Parking is provided underground thus freeing over 50% of the site for landscaping and recreation use. The building is designed in a post-modern style with an English theme. The roof is articulated with steep slopes, minimizing the volumetric impact of the building.
