2) Part of the feasibility study includes open consultation with the public, the Ministry of Highways, the Ministries of Environment, Fish and Wildlife as well as the Cities of Coquitlam and Port Coquitlam. Some of the advantages to Port Coquitlam of this feasibility study are: 1) The study would provide a basis for long term planning for zoning, land acquisition, project funding, and the Official Community Plans in the area. 2) This study would give an opportunity for input from local residents before any decisions are made. 3) Alternately, the City of Coquitlam may decide to proceed with this study and the construction of the bridge crossing and may not consult with residents in Port Coquitlam, especially if Port Coquitlam does not contribute towards the study. With development in Coquitlam and Port Coquitlam there are problems regarding congestion at intersections and safety in emergencies. This feasibility study would help predict future problems and give the community options for addressing these issues. If Council decides to not proceed with this study, there could be a saving of approximately $25,000 to the City of Port Coquitlam; however, the City of Coquitlam would likely proceed with this project if, when and how Coquitlam wishes with limited real input from Port Coquitlam. If the City of Port Coquitlam postpones this feasibility study, there could be problems regarding proper zoning, land acquisition, capital funding (of roads within Port Coquitlam) and the effectiveness of the O.C.P.
