TASK FORCE REPORT TO; The Mayor and Cc 1:1, City of Port Coquitlam. ¢ FROM; Task Force on nncil Expenses and Indemnities IRBJECT: COUNCIL At _AYOR INDEMNITIES: MANDATE; Review a. recommend the appropriate level o: payment and expenses for the mayor and councillors for their current (three year) term of office. And, submit the Task Force's report on or before May 6, 1994. The members of the Task Force included Susan King-Wilson, James Fenton and Jock Munro, and chairperson Brian McCristall. All members of the Task Force appreciate the co-operation and assistance which has been extended by Acting City Administrator Jim Maitland. The Task Force believes this report fairly reflects the collective views of each its members, and hopefully provides a useful pers zective for council's deliberations on the te.-"v topics of indemnities and ex; ses. We have consider number of factors and have te n into account "reasonableness" before ing our recommendations. However, though we have tried to make "reasonable" the operative word, we do acknowledge that inevitably even “reasonableness” is subjective. In research for this report we have considered other similar studies prepared for other mmicipalities and cities; reviewed indemity and expense policies in place in other jurisdictions; compared levels of remmeration in those jurisdictions and interviewed a number of individuals including elected officials, past members of council, businesspeople, ratepayers and senior “ TMunicipal employees inside and outside the city. _. This report is not as carprehensive as it might have been, if more time. had been available. Finding individuals willing to serve on the camnittee - given the time constraints - was not easy. Not less than 1° people were contacted - after input was received from a number of sour 3s on suitable candidates ~ and therefor the size of the conmittee was . -stricted to four, including the chairman. E ever, this report does, we believe, provide a _ "reasonable". framework for council consideration. As you will see from the reconmendations, there was not unanimity on every item, which indicates - perhaps as well as anythi..y else - that at least some of the issues considered are hardly “black or white” in nature.
