Brown Director of Community Planning Mary Hill tndustrial Development Permit Area RECOMMENDATION: That the draft amendment to the Official Community Plan be examined by Council for acceptability of its policy direction. And That the Planning Deprtment be authorized to circulate the draft amendment for comments by property owners and developers active in the Mary Hill industrial market. BACKGROUND: Authorization for preparation of the mandatory development permit scheme was extended by City Counci!] as part of prezoning the Mary Hill industrial Estate. The reasons for instituting mandatory development permits is to maintain the quality of building in the area. COMMENTS: The Official Community Plan amendment is written to regulate new building activity along Mary Hill Bypass and Kingsway Road. Emphasis of the permits is to enforce a level of quality of appearance of buildings and operations located along Mary Hill Bypass and Kingsway. . To achieve the objective of the development permit system a series of regulations for signing, screening of yards, building massing and location of parking and loading have been prepared. The proposed regulations for each are presented individually below; Sign regulations proposed are oriented to increasing the readability of identification signs from traffic travelling at highway speeds and to direct advertising signs away from Mary Hill Bypass and Kingsway. A second element of the sign reguiations is to require that landscaping be placed around outdoor sales displays.
