I have noted with some satisfaction the growth of a policy of charging all development and connection costs for prospective subdivisions _to the developer under a Land Use Contract. An obvicus loophole still exists, however; that is, the separate jurisdiction with regard to school services. It appears to me that if we are going to achieve our objective of not having present citizens subsidize new developments, we shculd move to include pro~ vision for additional school costs under Land Use Contracts. I-would therefore request that Council request the Planning and Zoning Committee to join with its School Board representatives to investi- gate the feasibility and hopefully recommend incorporation of a provision for school costs in Land Use Contracts. In so doing, a further substantial cause of escalating taxes for our already overburdened citizens would be elimina ted ry — COUNCIL”
