SUBJECT: Tender Award - Coast Meridian Road Reconstruction Project
(Public Works Conamittes Meeting of August 15, 1994)

That Council award the contract for road reconstruction and watermain
replacement on Coast Meridian Road from Westminster to Prairie Avenue to W.R.
Clemas Construction based on the tendered price of $562,820.00 (including GST).

That Council allocate $235,821.58 from the 1994 Public Works Capital find,
$80,000 from the 1994 Water Utility Capital Fund and $326,998.42 from the
Roads DCC Fund for this project.

BACKGROUND &.

This project involves the reconstruction of approximately 620 lineal metres of four lane
pavement complete with sidewalks and bicycle paths on both sides, street lighting and hydro
pole relocation, plus the installation of 450 metres of 300 mm diameter watermain.

The City Engineering Department is doing the design, tendering and construction supervision for
this project.

Seven tender packages have been picked up by contractors and six bids have been submitted as
shown on the attached table. The lowest price is from W.R. Clemas Construction at a cost of
$562,820.00 (including GST). Although W.R. Clemas has not previously worked in Port
Coquitlam, W.R. Clemas has performed similar work satisfactorily for the Ministry of Highways
and has worked in Langley. Also, Jack Cewe, Columbia Bitulithic and Bayhill Electric, the
subcontractors, have performed work satisfactorily in the Port Coquitlam area.

it is anticipated that in addition to the construction contract cost, $80,000.00 will be spent on
hydro pole relocation, engineering testing and surveying for a total cost of $642,820.00. The

total project cost is within the approved budget. 7, Jy o.
