REPORT TO: Mayor and Council DATE: March 15, 1974 FROM: L.D. Pollock, City Administrator 1. Cost Sharing With School District - Swimming Pool Facility Council will recall that I circulated a draft of an agreement with the School District covering the operation of our covered swimming pool facility. The Department of Education has made some changes in the draft and the final agreement is attached for Council's consideration. Most of the changes made by the Department were minor however I should draw Council's attention to Item 5 which previously simply stated that the City shall insure the building, furniture and equipment. The Department has added specific instructions on insurance. Item 8 has been amended by the addition of the last sentence making it clear that the facility shall be available for the school for half the total hours that the pool is in operation and {tem 9 has been amended by adding the provision that no charge shall be made to pupils participating in school sponsored programs, The original draft purposely omitted this as it was thought that the school may want to make admission charges for some school spon- sored swim party or some similar event. This provision will make it clear that they would not charge for any event which is school sponsored. Item 11, this section was drafted by the Department as the original agreement contained wording that proposed payout to the Board based on depreciative value. This was not accept- able to the Department or the Board and we expected revised wording. The Department of Education has advised the School Board that a receipt of this agreement approved by both parties will enable them to proceed with processing our request for financial assistance on the pool complex. 2. Resignation of the Assessor I have attached a copy of a letter of resignation received from our Assessor Mr. Jim Buchan. Jim is leaving the municipal field to enter the private appraisal field with Penny & Keenleyside Appraisals Ltd. We wiil miss Jim at the City Hall as he was a popular member of the staff and was well respected in view of the efficient way in which he managed his Department. I would personally like to thank Jim for his good work during his employment with the City. His loyalty and co-operation with members of the senior staff has certainly assisted me in the management of the City's affairs. I would like to wish Jim the best of luck and every success in his new field. esee/2
