NOVEMBER 20, 1985 PERSONNEL IN ATTENDANCE: Alderman M.D. Gates, Chairman Alderman W.WE Stewart, Co-Chairman 7 'D Chong, PE Assistant City Engineer En', ITEM I CONFIRMATION OF MINUTES OF PREVIOUS MEETING — The Committee dec i ded that the draft minutes for the meeting held on October 23, 1985 be amended as fol lowe: ITEM IV end of subpara A; add, w(approximately $ 1,000.00)". end of subpara 8; add, n(approximately $ 400.00)n. end of minutes for ITEM IV; add, "The balance amcunt of money remaining (approximately $ 1900.00) wi be held in reserve to pay for the testing of water samples subsequent to a spill if it becomes necessary this year. — I« II I « I I Carri ed ITEM 2 — NEWSPAPER RECYCLING SCHEDULE T. Chong advised the Committee of the error which was made by both the Ci ty and POCOMO Enterprises regarding the newspaper recycl ing schedule for zones and 3. The errors occur in the month of May 1986 for zone I and in the month of August 1986 for zone 3. On the calendars for these two zones in the re«pective months they indicate that the newspaper recycl ing wi take place in two consecutive regular garbage col lection days whereas in fact they should show that the newspaper recycl ing days should be every second regul ar garbage day. The major problem with these errors i s that it has a domino effect and wi perpetuate itself for the remainder of the schedule shown on the calendar unti the month of It was pointed out that POCOMO Enterprises (Share August 1987 Society) al so recognized their responsibl ity in this matter and has offered to print and di stri bute new recycl lng calendars for these two zones just prior to May 1986. Their reason for waiting unti that time is to avoid local residents losing the revised newspaper recycl ing schedules In the interim. The Committee considered another alternative since they felt that the POCOMO I I I I I I ~ I I Noy 20 198 offer wi result in residents hav ing to cope with two separate ca endars; one showing the schedule for the regular garbage collection days and the other showing ihe newspaper recycling days . The Committee's proposal involves the printing of new calendars for refuse collection and the amended newspaper To avoid and 3 at this time col ection schedules for zones conf us ion to the res dents within these zones these amended be printed on a different colour paper. The ca endars wi the month of Comm ttee agreed that it wou d be wi se to wa it unt 1986 bewore distributing these new amended calendars for the Apri same reasons as POCOMO Enterpri ses. I I I 3 ITEM MINING OP ERAT I ONS — CONTRACT NG I AND REPORT RECLAMATION - ALLARD L I M I TED The Committee was advised that the Ministry of Lands, Parks, Hous ing has made an error in referring Al lard Contracting's proposal to the City. In fact because the proposed gravel operations are located within the Distr ict of Coquitlam the app ication submitted by Al lard Contracting should have been referred to that Municipality. Notwithstanding this error however, the Committee felt that since the City is located downstream from these gravel operations that the City should be submitting comments to the Ministry regardless. The Committee have noted that it I then reviewed Ai ard Contracting's report and appears to be quite logical and technically correct. However, the Committee raised several concerns which the technical report did not address. These concerns are focused on the following: 1. Is the capacity of the ditches and culverts downstream f rom the gravel operations adequate to handle the amount of water proposed to be drained into them'? these ditches and cul verts be adequately maintained 2. I I I forward ng of a etter to the Mi n stry of Lands, Parks and Incus ng to advise them of these concerns. i i I i - OTHER BUSINESS ITEM 4 Ifashouts of Jack Cewe ' Gravel Pit Pipeline Road A derman Gates discusses the contents of the copy of the etter forwarded to us by the Ministry of Environment dated November 12, 1985 dealing with the recent washout at Jack Cewe's gravel pit. In considering this matter the Committee felt that the Mini try of Env i ronment is not tak ng adequate def in it ve action to ensure that further pol lution of the Coquitlam Rive'y Jack Cewe's not occ ur.
