A regular meeting of the Municipal Council of the Corporation of the City of Port Coquitlam was held in the Council Chambers, Port Coquitlam City Hall, 2580 Shaughnessy Street, Port Coquitlam, BC on Monday, February Ist, 1993, at 7:30 p.m. Mayor L.M. Traboulay and Councillors M.D. Gates, M.J. Gordon, J.J. Keryluk, R.H. Talbot, M.A. Thompson, and M.R. Wright were in attendance. Aliso in attendance were City Administrator B.R. Kirk, City Clerk S. Rauh, Director of Planning C.R. Felip, and Fire Chief J. Baillie. CONFIRMATION OF MINUTES: Moved by Councillor Keryluk: Seconded by Councillor Talbot: That the minutes of the Public Hearing and Regular Councii meeting held on January 25th, 1993 be taken as read and adopted. Carried. PROCLAMATIONS: Whereas the quality of a democracy depends on the direct participation of individuals in the exercise of their democratic rights and responsibilities, Whereas access to government information is necessary for the full democratic participation of the people of British Columbia in their government, Whereas freedom of information and protection of privacy legislation is essential for the protection of civil liberties and human rights and therefore the right to information must be regarded as fundamental, and without this right, other fundamental rights lose their meaning; Whereas information must not only be accessible by individuals but must also be broadly disseminated to locations convenient for individual use; Whereas many different individuals and organizations have indicated their desire for open and accountable goverment, and their concern about personal privacy, Whereas there is a need for an opportunity to focus on issues related to the extension of freedom of information and protection of privacy legislation; And whereas many different individuals and organizations, including the British Columbia Library Association, the British Columbia Library Protection Trustees Association, and the British Columbia Freedom of Information and Privacy Association, have resolved to support the enactment of freedom of information and protection of privacy legislation, Now therefore I, Leonard M. Traboulay, Mayor of the Corporation of The City of Port Coquitlam, DO HEREBY PROCLAIM the week of February Ist to 7th, 1993, as "INFORMATION RIGHTS WEEK”
