Eng., Assistant City Engineer SUBJECT: Curbside Newspaper Pick-up Service Contract RECOMMENDATION: That the Mayor and Clerk be authorized to execute the Contract Documents necessary for the provision of a curbside newspaper pick-up service and to affix the Corporate Seal of the City thereto. BACKGROUND AND COMMENTS: As Council is aware, the City has been negotiating with International Paper |ndustries Ltd. on the contents of the contract documents for the provision of a curbside newspaper pick-up service. These negotiations have culminated in a dratt contract document attached to this memorandum. Counci! should note that the City's Solicitors were also involved in the preparation of the attached documents. For tiie most part, the contents of this contract document are similar to those currently in effect in the other municipalities where curbside newspaper pick-up service is being provided by International Paper industries Ltd. However , there are distinct differences. In areas where it is deemed to be in the best interest of the City, special provisions have been included in the contract document. The following are some of the notable differences and other itams in the contract document which may be of interest to Counc! |: 1. Duration of Contract = The bi-weekly curbside newspaper pick-up service is due to commence on July 2, 1985 and wil! continue until July 1, 1990 unless the contract is terminated by either party. Contract is with International Paper Industries - Although S.H.A.R.E. socltety, a local non-profit organization, will be actually administering and providing the pick-up service, the City will be entering into this contract with International Paper Industries Ltd. The understanding is that S.HeA.R.E. Society wil! become the sub-contractor for International Paper Industries Ltd. and provide the service with the consent of Council. . This arrangement eliminates the difficulties associated with a three party agreement. Performance Security Deposit - Ouring the five-year contract, a performance security deposit in the amount of $2,500 will be held by the City to ensure that costs incurred by the City in taking the necessary corrective actions on behalf of the Contractor are recoverable.
