Section 3 should also be amended to specify that where plastic bags are used in place of receptacles, they be tied and not over-filled and that any cleanup resulting from the use of such bags where the bags have been torn, spilled or broken open for any reason, shall be the responsibility of the user.- 4. Section 9 should be amended by adding the following: "In addition to the service provided above, the City will accept for pickup certain bulky items which will not fit into the stand- ard receptacles. These items include household appliances, boxes and crates, tree cuttings and other household cleanup materials but do not include vehicle bodies or construction and demolition debris." 4 5. Section 9 should also he amended to say that "In addition to the three standard receptacles which will be picked up, the City will also pickup any plastic bags containing grass clippings or other light weight rubbish." 6. A paragraph should be added to the regulations Section 3 after item i as follows: "Where loose materials such as tree cuttings are put out they shall be bundled and tied in lengths not exceeding 4~feet and weight not exceeding 75-pounds" If Council approves of these suggested by-law changes, we would propose toprint a special pamphlet describing the changes to garbage pickup and cleanup weeks and to distribute it to all householders. We hope to also shortly be bringing to Council a proposal for the change from three-man to two-man garbage pickup crews and this change would require some route changes.
