PLANNING AND ZONING COMMITTEE MINUTES C O U \ C MAR - 5 1973 ITEM J. - Re: RM 1 and RM 2 Zoning Regulations The committee discussed the RM regulations as they apply to single family residential dwellings. The problems created by the existing provisions and regulations is that single family dwellings and duplexes are permitted to construct on existing lots which are zoned for multiple development. it was further pointed out that the upgrading of services such as closing in the existing ditches could not be required at the time of building permit. Therefore new dwellings, selling in the market area of $23,000 to $28,000 are being constructed adjacent to apartments, and could conceiveably be surrounded and isolated by apartment or multiple development in the future on services that were constructed 20 to 50 years ago. The committee agreed that the apartment phasing policies should be retained as Council's multiple phasing policies. The results of the discussion on this matter were that: whereas it is undesirable to promote new single family dwellings in a zoned apartment area and whereas the services require upgrading, therfore the committee recommends to Council that the Zoning Bylaw be revised to permit only construction of new multiple dwellings in the RM 1 and RM 2 Zones. Recommendations: - The Committee recommends that the provisions permitting new single family dwelling in the RM 1 and RM 2 Zones be revised to prohibit new RS 1 uses in these Zones. ITEM II - Re: B.C. Telephone Building Proposal Architects acting on behalf of the Telephone Co. presented several schematic drawings which represent their long range proposals. The buildings will encompass all the property owned by the Company in Leigh Square. Their intent is to construct a 3 story building which will contain their relay machinery and various circuit apparatus. The Committee feels the building should be constructed in the Industrial Area as their proposal is in conflict with the Tow Center Concept. The proposal is in contravention to the Requirement and Provision of the Zoning By~Law. Recommendations: The Committee recommends a letter be sent to the Telephone Company outlining our thoughts as above.
