Seas oariaes ae 8 arene festieS } } 4 { 2 Es d HI oa 4% t Mayor and Council DATE: January 9, 1974 FROM: Alderman M.A. Thompson KE: Landlord ~ Tenant Advisory Bureau Council will recall that late last year I gave a report to the Council as Chairman of the Building and Protection Committee outlining the provisions for a Landlord and Tenant Advisory Bureau. Under current legislation the Council is required to establish such a bureau within the community, however, we have the option of joining with another municipality in providing this service. At that time I reported that it might be to our advantage to join with New Westminster in a joint bureau which might serve the New Westminster-Coquitlam-Port Coquitlam area. Since that date, however, we have had meetings with the District of Coquitlam and the City of Port Moody and these two municipalities have agreed in principle to the formation of a tri municipal Landlord and Tenant Bureau. The results of their last meeting were not received until after our last regular meeting of Council, however, I understand that both Coquitlam and Port Moody Councils have passed resolutions agreeing to this action. The Committee has discussed organization on the following terms: A joint Board was advisable. The Board should consist of three members and be appointed as follows: (a) Tenants be requested to put forward names of persons whom they would wish to see appointed to the Board. Landlords would be requested to put forward names of persons whom they would wish to see appointed to the Board. The three Councils would then consider the recommendations and appoint cne person from each group of names recommended and the three Councils would appoint a Chairman. A full time staff member would be hired on a six month probationary period and an valuation of the work load would be carried out during the six months. This employee would be responsible for advising landlords and tenants as well as doing investigations for the Board. A full time employee to be an employee of the District of Coquitlam. The District of Coquitlam would provide office accommodation. The employee would receive a monthly car mileage allowance of $75.00 per month. one /2
