September 23rd, 1974 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C. on September 23rd, 1974, His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G. R. Laking, P.F. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer V.G. Borch, P. Eng., City Planner Lanson Lee, Fire Chief W.S. Wingrove, and Works & Utilities Superintendent G. Ulmer. DELEGATIONS: From the City Administrator, September 23rd, 1974, concerning an applica- Nu-West Devel re tree-cutt- tion from Nu-West Development Corporation for a tree-cutting permit to allow ing permit clearing of land at their proposed housing development site on Cedar Drive and advising of his letter to that firm dated September 17th, 1974, refusing to issue the permit on the grounds thai plans for the proposed development had not yet been finalized and it would be premature to clear road allowances and building set-backs based on a preliminary plan. The City Administrator, in his report, advised that Nu-West had contacted him to see if they could proceed with the removal of the underbrush as far as possible in advance of construction to allow the peat moss on the site to dry out, which would not be in contravention of our By-law provided that no trees in excess of 15' in height are removed, and he stated he had informed Mr. D.N. Bigelow of Nu-West Development Corporation that he did not recommend any clearing of the site unless Council and the pub- lic were informed as to the nature of the clearing being undertaken. Mr. Bigelow was in attendance at the meeting and on invitation of His Worship the Mayor, spoke to the Council advising that two-thirds of the site was covered by peat moss which would take a year to dry out and that they wished to under- take selective clearing; however, as they could not guarantee they would not take out trees over 15' in height, a permit would be required. Alderman Ranger stated he was opposed to the issuance of a tree~cutting permit as it is pro- posed to phase the project over three years and there would, therefore, be ample time for clearing along with the project's development. Aldermen Traboulay, Laking and Keryluk agreed that the application was premature; how- ever, His Worship the Mayor stated that in his opinion Nu~West should be per-
