TERRACE — The Ter- race Child Development Centre provides profes- sional assistance to preschool children who - have a variety of learning impairments, mental handicaps and physical disabilities. The Centre, operated by the Cerebral Palsy Association, has experienced a steady in- crease in case loads dur- ing the past several years. The bulk of the Centre’s funding is pro- vided by the B.C. Ministry of Health and ‘the Ministry of Human Resources, and govern- ment spending restraints since 1983 coupled with escalating demands for services have seriously impaired program and staffing expansion. ‘by Michael Kelly During a trip to Vic- toria, program director Margaret Dediluke took her concerns for the Cen- tre’s well-being directly to Ministry of Health of- ficials. She added that there is alsoa need in many cases for the skills of a child psychologist; these pro- fessions would round out the Centre’s present capabilities in physio- therapy, speech therapy and preschool develop- ment. ; Other suggestions in- cluded provision for ear- ly infancy and outpatient services, establishment of community use facili- ties such as toy-lending libraries and closer coor- dination with both the public school system and is still $16,000 short of an operating budget that would keep service de- livery at last year’s level. The case load is expected to increase again this year, and there are no funds available for capital expenditures despite the necessity of repairs to the building’s roof and hydrotherapy pool. Sylvia Robinson sum- marized her impressions by saying, ‘‘This centre is more comprehensive than I expected.
