Where, in the opinion of a person authorized to enforce the terms of this Section, undue or unreasonable hardship will result if the water is turned off to any particular premise as provided in clause (b) of this Section such person shall, after being satisfied that the unlawful sprinkling of lawns and gardens has been terminated, refrain from turning off the water supply and shall, instead, proceed under the provisions of Section 30 of this By~law. Any adult person residing upon any premise upon which a violation of this Section has occurred shall be deemed to be the person committing the offence but where no such person resides upon such premises, the owner thereof shall be deemed to have committed the offence," 3.
