dnformation on how to conserve energy. It was more on £055 a very very

Aé 2:30 p.m. we went into the election of the executive ufficers and we
WeAe very gortunate in getting cne B.C. member, as I mentéoned eanrdier,

on the executive.

After that we broke into Provinees for Provineial caucuses. Here we
elected the give directors to the National Board faom British Columbia.
Under this system the City of Vancouver automatically gets one, plus
there £48 one goes to the two next largest muricipatities; the UBCM gets
one and there are two elected from the floor and that completes the
elections,

late that afternoon we had an address from the newly eLected President
of the FCM and there were only about 10 persons 1 attendance. Thursday
morning we had thiee hours we spent on resolutions which gave us a total
0f four hours on resolutions and there were featy resolutions submitted
plus five additional plus the Toronte area wanted :to have rxetwuned the
lange number of resolutions that we did not have time to deal with
through tate submission from the Toronto anea bast year ~ this was
dented then.

My feeling of the conference is that it was not Gh a great deal of
“value, the resolutions wene dealt with too quickly, we fad R.C.M:P.
casts which in my opinion should have had at feast halé a day seminar in
discussion on the enormous increase in the cost of policing and how we
could approach the Federal government on Lt.

T would Like to report that the FCM had done no research and was of no
assistance to any of the Provinces orn territories where the R.C.M.P. ane
empkoyed as the major pokiee fuxee. IT spoke to the director from the
Yukon and he iiforamed me very plainty that 4§ «<t had not been far the
UBCM and the nxeseaneh and the information they had done on R.C.M.P. cost
dneneases there would have been na Angormation available whatsoever and
ne kad nothing but vraise for Jehg McELvey and the tentfie job he had
done gor the UBCM in research and assisting the other Provinees with
Anformation on the inereased costs and how the approach to the Federal
government should be made te try and negotiate some netease.

T also had discussions with Mayor Harcourt who called a special ineetisg

on Wednesday afternoon at 5:00 p.m. of the big cities because he felt

very strougty that the farge cities had no benegit ftom the FCM conference.

that the Councce consider very sertously dropping out of the FCM the end
og thes year and that a far greater effort be made ta support the UIBCK
where we do get some benegid. One of my ancat concerns with the FCM is
this question of assoctation of associations. We have. had One Year that
the task foree has done thedr study and acported on, this ded not get ai
