2. Rights:

(a) When an alternate attends a library board meeting in
place of the regular member, he/she shall have all the
rights and powers of the regular member.

When an alternate attends a library board meeting
together with the regular member, he/she shall:

have no rights and powers and will be treated as
an observer;

shali ..o0t sit at the Board table;

shall not have the right to speak. T£ he/she
wishes to comment or raise a concern, he/she
should talk to his regular member who may decide
whether or not to raise the issue himself.

Lf such a concern or issue is raised, the regular
member may request of the Chairman that the
alternate member be allowed to speak to it.
