Reference our conversation on the 26 NOV 74, please accept this letter as my official request for the addition of two (2) men to the Municipal Policing Contract for the City of Port Coquitlam effective the lst. of April 1975. I£ approved, this would bring the total manpower strength of the Contract to 28 men. Hreceae si preuiaiorsis Our original request to our Headquarters was for an addition of eight (8) men, however, we have been advised that the Federal Government has placed a ceiling on manpower increases of approximately 5%. I am very concerned that this restriction of manpower increases could result in a deterioration of the level of policing service that we are now providing to the public, which, by comparison to other Detachments and Municipal Police Forces, is already below average.
