October 18th, 1976 that the only outstanding issue to be resolved is that of the phasing of the development and Mr. Alvin Shellenberg wished to address the Council on behalf of Nu-West Development Corporation in this regard. Mr. Shellenberg advised the Council that it was the objective of Nu-West Development Corporation to plan an attractive, well designed subdivision compatible with the surrounding area; to develop the area in an economically sound manner; and to produce a development that will be an asset and benefit to the community. Mr. Shellenberg distributed a graph showing the Corporation's projections for development timing and suggested that due to the amount of front end financing required, they would like to be free to develop as the market, weather and other factors permit and suggested their proposal of 4 phases (first occupancy July 1, 1977) 8 months apart with the final phase to be ready for occupancy July 1, 1979 and the number of units to be : 70 ~ Phase I; 60 - Phase IT; 43 ~ Phase ITT; and 40 - Phase IV. He further advised that the Corporation felt that in view of the amount of money required to service the entire 38 acre site, it was necessary to develop as many lots in the early phases as possible or as an alternative, have the City agree to distribute the costs of development over a period of time. In response to a query from Alderman Mabbett, the City Engineer advised that the required procedure is to have all monies on deposit with the City before a proposal is finally approved by the Council, and further that with respect to delaying installation of the watermain on Prairie Avenue, he advised that the present system is not adequate to provide for any additional services and in conclusion would strongly recommend that the entire amount of off-site servicing costs be arranged for in the normal manner prior to final approval being granted. A discussion ensued regarding the City's policy of regulating growth on the 'sector' plan and its effect on the phasing of this particular development and the effect of various numbers of additional units being permitted with respect to cost reduction to the Developer as opposed to the effect on the growth rate of the City. Alderman Laking suggested that the policy regarding deposits of all off- site costs prior to final approval be adhered to as it is the only way the City has a guarantee that these works will be completed regardless of the rate of actual development within the project or the eventual sale of the balance of the property after only part of the building phase has been completed.
