October 7th, 1974 Prior to passage of the foregoing resolution, Alderman Laking commented that one of the problems is that G.V.R.D. Directors are trying to take on the jobs of too many Committees instead of including Municipal members. Alderman Ranger stated he felt nothing was being lost by this suggestion - it is simply a matter of re-organization; however, Alderman Laking pointed out that "you would be losing a vote, which in future affects every Municipality. Mayor Campbell stated "you will have to make a decision whether you want 'Metro' or not." From the Planning & Zoning Committee, Occober 4th, 1974, advising that the new Strata Title Act requires an Approving Officer to be designated by Council to administer the processing and approving of strata plans. Moved by Alderman Ranger: Seconded by Alderman Keryluk: That as recommended in a report from the Planning & Zoning Committee, October 4th, 1974, Mr. V.G. Borch, P. Eng., City Engineer be designated as the Approving Officer for the City of Port Coquitlam to administer the processing and approving of strata plans. Carried. From Alderman E.W. Mabbett, October 3rd, 1974, requesting that consideration be given to allocating the necessary funds in the 1975 Public Works Budget to construct a one-block section of sidewalk on Kingsway between Wilson and Kelly Avenues, being on the East side of the Recreation Complex, and a sidewalk on Laurier Avenue from Coast Meridian Road East to the new Recreation Complex. Alderman Thompson, Chairman of the Public Works Committee, requested that the recommendation of Alderman Mabbett be set aside for two weeks, and the following motion was proposed: Moved by Alderman Traboulay: Seconed by Alderman Laking: That the recommendation set forth in a report from Alderman Mabbett, October 3rd, 1974, to allocate the necessary funds in the 1975 Public Works Budget for sidewalk construction on Kingsway between Wilson and Kelly Avenues, being on the East side of the Port Recreation Centre and on Laurier Avenue from Coast Meridian Road East to the new Recreation Complex, be tabled for two weeks. From Alderman Ranger, October 4th, 1974, requesting that consideration be given to amending the City's Soil Removal By-law to increase the amount of the permit fee for the year 1975 from 15¢ to 20¢ per yard, which would be in line with the fee charged in adjacent municipalities.
