MEMORANDUM APR 23 1979 Mayor and Council April 11, 1979 L.D. Pollock City Administrator RE; Recreation Facilities Assistance Program In connection with applications to the Provincial Government for assistance under the above mentioned program there are likely to be two projects submitted this year. One is the construction of the playing field on Morgan Avenue and the second is the Kinsmen proposal for a community building. The Province considers applications twice a year, in May and October of each year and the City's project is ready to submit for the May lst deadline. Before the Minister will consider grant applications he requires a resolution of Council indicating the priority assigned to each of these projects. The priority will establish the rank in which the projects are considered but will net necessarily guarantee that the grants will be approved on the same basis. In other words, the Minister may consider that our first priority number does not meet the criteria and proceed with the consideration of other priorities. The submission of more than one project is permissible and we have ourselves received approval on several small projects in the year. I have been informed that both of these projects will receive consideration during the year and the only reason that one might be turned down would be that it does not meet their criteria or that the funds have been exhausted for the year in which case the project could then be submitted next year for cunsideration. In addition, grants can be applied for after a project has been completed. , To date we have not received details of the Kinsmen proposal other than preliminary drawings. The City is, in effect, co-sponsoring the project by providing the land and, perhaps, by participating in some of the operating costs in the future. The Recreation Facilities Branch will require some form of development and operating agreement between the two parties before the Grant would be approved. These details must still be worked out to the satisfaction of the Minister as well as the Council. Council will have to address itself to the question of operating the Kinsmen facility in accordance with their request and this cannot be done until further details are received from the Kinsmen Club. With regard to our own project, the construction of the playing field was submitted last year, however, the application was withdrawn on the suggestion of the Provincial Staff as funds were fully committed. They suggested that the project be submitted for 1979. With the foregoing in mind, Council may wish to assign our project priority number One (1) and, if Council are satisfied with the details of the Kinsmen project and wish to participate with them on the basis they propose, the Kinsmen project could be given priority number Two (2). With respect to the amount of Grants involved, the Kinsmen project would probably be in the area of $30,000. and the City's project about $23,000. ft balieve the Kinsmen will be ready shortly to submit detalls of their application and perhaps Council would consider a resolution assigning priorities so that the City project can be submitted.
