The Permittee shall comply with all City and Provincial Building regulations and shall not commence work until he has received a building permit from the City. The Lands shall be developed by the Permittee (including his successors and assigns) in conformity with the terms and conditions set out in Appendix I, which is attached to and forms part of this Development Permit. It is a condition of this Permit that if the Permittee has not gggyenced the development contemplated by this Permit by sisteenth day o r : the Permit shall lapse and be of no further force and effect. AS a condition of the issuance of this Permit, the City is holding securities in the form, amounts, and under the terms and conditions specified in Appendix I hereto, to ensure that development is carried out in accordance with the terms and conditions of this Permit and by the times specified in Appendix I hereto. Whenever the singular or masculine is used in this Permit, the same shell be deemed to include the Plural, or the feminine, or the body politic or corporate as the context so requires, and every reference to each part hereto shall be deemed to include the heirs, executors, administrators, successors and assigns of such party whenever this context or the parties so require.
