September 9th, 1974 Moved by Alderman Ranger: Seconded by Alderman Mabbett: That as recommended in a report from the Planning & Zoning Committee, September 5th, 1974, the application to rezone Lot 8, Block A, D.L. 382, located at 1545 Kingsway, as a "Development Area" to permit the creation of a new site for Rovalve Ltd. by subdivision of the present site into two parcels and construct an addition to the existing plant by way of Land Use Contract, by approved. Carried. From the City Clerk, July 29th, 1974, advising that prior to third reading of City Clerk re proposed the "Land Use Contract No. 6 Authorization By-law, 1974, No. 1325" it will be nec- townhouse development essary for detailed construction plans of the proposed townhouse development at 3300 & 3400 the 3300 and 3400 blocks Hastings Street to be prepared, approved by th? Building Street Inspector, and incorporated in the By-law, which will necessitate a girezat deal of expense for the developer, and commenting it seems pointless to proceed if the development does not find favour with two-thirds of the members of Council as it is this number that is required to finally pass the By-law. Moved by Alderman Ranger: Seconded by Alderman Thompson: That the City Cle.k and Planning Officer be instructed to request A & N Con- struction Limited to prepare final detailed plans for incorporation into Land Use Contract No. 6; PROVIDED THAT this resolution shall not take effect unless supported by two- thirds of all the members of Council. Defeated. Mayor Campbell, and Aldermen Ranger, Laking, and Thompson voted in favour of the resolution. Aldermen Keryluk, Mabbett, and Traboulay voted against the resolution. Prior to defeat of the furegoing proposed resolution, Alderman Traboulay re- marked it seems to presume somewhere there is not a two-thirds majority for the developer to proceed, and posed the observation that the motioen was intended as a ploy to free the developer of financial output. Alderman Traboulay stated he was prepared to speak against the proposal for any development of townhouses at the 3300 and 3400 blocks Hastings Street, pointing out that in his view the welfare of the people in that area were not given due regard by the Council at the public meeting previously held with respect to certain aspects in the Land Use Contract. Alderman Traboulay stated he felt there are sufficient RM-1 and RM-2 zones and therefore there is no need for this type of development to encroach in single-fam- ily detached areas. Alderman Traboulay stated he felt the motion would be defea- ted and that he thought this was a victory for the people in that area. Alderman Mabbett mentioned that at the Public Hearing held earlier this evening a remark was made that the Council did not appear to take into account the views of persons in opposition to rezoning applications.when these are presented at Public Hearings,
