CHLORINATED WATER OF INTO WATER CCJ' 'S committee discussed the memo which was forwarded to council recommending that a resoi ut ion to the U.B.C.M. on this subject be forwarded. The committee recommended that same resol utlon be referred back to counc il for a decisionthewithout The any changes. ITEM 3 — CLEAN UP OF COQUITLAM RIVER APPLICATION FOR FEDERAL GRANT Alderman Gates advised that he has been to Mayor Sekora District of Coquitlam and that talking Mayor Sekora would be nam ng a contact person from the str ct to attend the next Env lronmenta Protection Committee Meeting to prov ide input on this subject. It was agreed that with the concurrence of the District that a latter be drafted as a joint appl ication for f edera funds to prepare a Consu tant' report on cleaning up the Coqultiam River. This letter of appl icatlon should be forwarded to Mr. Gerry St. Germain, M.P., after receiving consent from Counc of the I D i i I I I I I TEM 4 — I in Committee. COUNC I L POL I CY REGARD I NG SPRAY NG I In response to the question raised by Alderman Gates the prev ious meet I ng T. Clnong reported that he has checkedduring wi th the City Clerk and the Parks and Recreation Director recently on this subject. He stated that Councl 's current pol icy regarding spraying is based on the Integrated Weed and Pest Management Report which was prepared by a Consultant, Miss Shel la Darr. The Consul tant' report recommends other means of controlling weeds and pasta over the use of pestlcides and Insecticides spraying. However, the report concedes that there are times that spraying wl be necessary. ITEM 5 I I ENVIRONMENTAL PROTECTION BUDGET — reported that the Environmental Protection budget by Councl was f6000.00 for However, an a dltiona f2000.00 has been added to the 19B5. budget because of a G. V. R. D. rec yc ng grant obtained by the Comm ittee. expenditure on the City's original budget of 56000.00 The Is I 500. 00 for Poco Pride Day clean up and f 1000. 00 for the purchase of blue recycl ing bags for newspaper. The expenditure on the G. V. R. D. 42000. 00 grant s S 000. 00 for the purchase of blue plastic bags for newspaper recyci lng. Therefore the balance remalnlng in the City's I budget is $ 3500.00 and for the G. V.R.D. recycl ing gr antorigina Is f 1000.00. Alderman Gates recommended that an ad be taken out In the local newspapers to promote recyc lng up to an approx imate cost of f500.00. The Comm ttee recommended that a sample of the ad be brought back to the Committee for discussion prior to Its placement in the local newspapers. T. Florence Graham on August 02, 1985 expressing her concerns the recent oi ng of gravel roads and lanes in theregarding City. The I I advantages and disadvantages of Ca clum Chloride, Calcium/Sodium Llgno-sul phanate, oi I, using water, flush coating, and co d mix as dust contro agents were discussed. T. The oi contains polychlorinated possibility that the recycled bi phena or P.C.B. the much feared carc nogenic product, does exist. Secondly, although the suppl iers of Calcium/sodium Ligno sul phanate claim that hese products are non-toxic to aquat c f e from a chem ice of view, they suspect that without further n vest g at on point s it is d f f c u t to determ inc whether these chemicals are toxic to aquatic ife from the point of view of using up the dissolved oxygen in the water once it enters into water courses thereby resulting In fish ki s suffocation. This responding letter wi be drafted for Alderman I by I Information on how Calcium I I I I I Gates ' I I gnature. - NEW 7 ITEM I BUS I I NESS Water samples from the d tch surrounding Mr. Leroux' propertv Three water samp es co ected from the ditch surrounding Mr. Leroux's property was presented to the Committee, T. Chong exp a I ned that since these water samples appeared to be quite clear and free of signs of hydrocarbons he has refrained from forwarding these samples for analysis in the interest of saving the Cl ty some money. However, Alderman Gates pointed out that even i f the ana ys i s of these samp es ind lcated that there are no po utants in the ditch this information would serve useful purpose since it can be demonstrated to local residents that the recent pol ution abatement measures by the C.P.R. have positive results. Due to theimplemented impractical y of analyzing these water samples for al likely contamlnants the Comm i ttee dec ded that these water samp les and future samples col ected in the same area be checked for penta-chl orophenoi s, creoso les, oi and greases and hydrocarbons only. Alderman Gates suggested that since a number of Industries are located either upstream or adjacent to the various City water courses where contamination of the respective water courses may occur regul ar water samples should be taken at predetermined areas along these water courses.
