I have been instructed by the Executive Committee of the Board of the
Greater Vancouver Regional District to forward to you the attached report
of the RAAC's subcommittee together with the background study carried out
by Ms. Marian Robson. I request that copies of these reports be provided
by you to members of your Council at the earliest opportunity so that
Council may consider endorsing the following recommendations of th

Executive Committee before they are submitted to the Board.

1. That the Greater Vancouver Regional District need not be requested or
directed to play a role as a principal in the licensing, regulation
or enforcement of regulations regarding taxi operations in Greater
Vancouver.

That Port Coquitlam shall consider adopting by-laws regarding the
regulation of taxi operations that will be common among Greater
Vancouver municipalities, the terms of such by-laws to be proposed by
a subcommittee of GVRD's Regional Administrative Advisory Committee
(RAAC) working in conjunction with senior officials of the Motor
Carrier Commission (MCC) and to be the subject of Council's

consideration in detail at a later date.

That RAAC, through the GVRD Board, be requested to give further

consideration to options regarding taxi licensing and entry and
regarding limits tc taxi operations as a basis for further discussion

with the MCC.

That the GVRD Board, on behalf of member municipalities, request the
MCC .

to establish and administer a taxi driver testing procedure;
to accredit an adequate number of taxi meter and vehicle testing
facilities in the Greater Vancouver area;

to establish and operate a customer complaint telephone number and
provide that the MCC shall advise each municipality of the
complaints received against taxis licensed from the municipality.
