Chong adv sed the Comm ttee that after hav ng made a presen tat ion to the GVRD Recyc ing Committee meeting he Id dur ng the evening of April 17, 1985 there was a lengthy debate regarding the merits of the City's application $ 2,000 fundin~ grant to assist in the start-up of the curbside for newspaper pick-up program. The GVRD Recycling Commit ee was reminded by some of its members of their resolution passed in October, 1984 as follows; "Funds ava'lable to the GVRD Recycling Committee will be used for the sole pur pose of advertising, promotion and education of recyciing for the universal benefit of the residents of the Reg lon and wi not be el located to favour or benefit a spec f c group". i i i I I i i I i After the eng thy debate, the GVRD Recyc ng Committee passed a resolution amending the previous. Chong, the Environmental Protection Committee then proceededby to discuss how the GVRD grant funds are o e spent. It was decided that the City's matching amount of $ 2,000 (already approved in '85 budget) be combined with the GVRD's $ 2,000 grant and spent as follows: a. $ 2,000 to be given to International Paper Indust, les for the pur pose of off-setting the total cost for the purchase of the 9,000 plastic recyciing bags needed for the curbside pick-up program. b. The remaining $ 2,000 to be used for defray ng 50$ of the cost of printing new refuse collection schedule calenda"s and other advertising costs associated with the promotion of recycling the City (i.e. brochures, signs, ads in local newspaper etc. ) I i I Alderman Stewart suggested that if ads are to be placed in the loca newspaper, they shou Id be coord inated with Port Moody who has also decided to provide the curbside pick-up of newspaper service for its residents. In this context, newspaper means all newsprint, all bond paper, flyers printed on glossy paper and magazines not glue bound. The curbside pickup recycl ing program under consideration basical ly involves the regular col lection oT old newspapers by International Paper Industries in conjunction with a local non-prof it organization or, a bi-weekly basis. Residents wl be asked to place their old newspapers into a special recycl ing plastic bag provided for them for this purpose.
