THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM BeRe Kirk February 16, City Administrator TeM. Chong, P. Eng., Deputy City Engineer/ Operations Manager SUBJECT: Cost-Share in Promotiona! Program for Recycling - Environmental Protection Committee Meeting of February 12, 1987 Recommendations: 1. That the City commit $2,900 from the 1987 refuse disposal budget for the purpose of promoting recycling. 2. That an application for a $2,000 grant be submitted to the GVRD for the purpose of promoting recycling in the Citye Background and Comments: Council has probably by now read the letter dated February 9, 1987 (copy attached) which was forwarded by Mr. Murphy of SeHsA.R-E. Society requesting that the City cost=share in the Proposed promotional Program for recycling. The Committee Supports the work which S.H.A.R.E. Society has done in the past and is proposing to do to promote recycling in the City because of the obvious benefits. The Committee therefore recommends that the City participate in the cost=sharing of the proposed promotional program for recycling. Since it is possible to apply for a maximum of $2,000 grant from the GVRD to promote recycling subject to the City matching the grant dollar for dollar, the Committee recommends that the city commit $2,000 from the 1987 retuse disposal budget to match the possible $2,000 grant from the GVRD. The reason that the funds should come from the refuse disposal account is because the obvious tangible benefit associated with the recycling program is the reduction in the refuse disposal costs to the City. lt is the intent that once the $2,000 grant has been received from the GVRD, this amount plus $1,000 of the City's funds will be given to SHARE. society as the City's portion of the cost-sharing formula. The remaining $1,000 will be held and used by the City to promote recycling in other ways. Should the City not receive any grants from the GVRD for recycling, then onty the $2,900 committed from the refuse disposal budget will be given to S.H.A.R.E. Society to promote recycling. -{-
