THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM City Administrator FROM: City Engineer SUBJECT: Application under ARDSA Program Public Works Committee March 31, 1987 Recommendation: That the City apply under the ARDSA Program for a study of the drainage requirements and economic benetits for the agricultural land in the northeast sector. Background and Comments: There is a new ARDSA Program available which provides cost sharing for drainage improvements in agricultural land. Eligibility for cost sharing depends on whether or not the drainage program wiil provide economic benefits to agriculture and this can only be determined by a study which would determine the engineering requirements, the costs of the proposed works, and the economic benefits. The ARDSA Program will only pay a maximum of 75% of the cost of eligible drainage work. Any drainage work which does not provide benefits to the agricultural land would not be included in the cost sharing. Furthermore, there is no lower limit to the percentage that the program would pay. The City or benefiting property owners would be required to make up the difference. The Committee is not able to make a recommendation for participating in the improvement to drainage for the benefit of agriculture without knowing what the costs or benefits will! be. However, the feasiblity and economic studies can be done under the program with 100% cost sharing.
