THE CORPORATION OF THE CITY OF PORT COQUITLAM ~2- Drawings 5089-7, Sheets 1 and 2 show desirable dyking works within the City of Port Coquitlam. Drawings 5099-8, Sheets 1 and 2 show Proposed cross-sections through the new dykes. Some comments relating to these drawings are included below: 1. Drawing 5099-7 Sheet 1 shows a proposed relocation of the dyke between Pitt River road and Wilson Avenue on the east side of the viver. This proposed alignment takes the dyke a considerable distance from the river and in fact passes it through the location of our present Welcher Dump. The intention of this relocation is to provide a wider viver channel and in conjunction with some deepening shown on the cross- sections, this wider channel would reduce the high water level in the river upstream of this location during a flood. 2. A new dyke is shown on the west bank of the river between Scott Creek and the Lougheed Highway to prevent flooding of the west bank. 3. Drawing 5099-8, Sheet 2 shows a cross-section of the river and dykes in the area from Wilson Avenue to Elgin Avenue. This cross— section shows that the dyke on the east bank would remain in the present location but that some vaising of the dyke is required to provide free- board for the maximum flood. There would appear to be nothing to prevent the east bank road from being built in conjunction with the dyke and, in fact, roads make good dykes. Space would of course have to be left for the Poco Trail. Drawing 5148-2, Sheets 2 to 4 show the limits of floodins in the event of a one in tyo hudnred year storm within the City of Port Coquitlam. It should benoted that these limits are drawn based on the assumption that the existing dykes would fail. ovements, it dykes or river works. Instead, recommenda flood control works from the point of view of the protection to Fisheries, The only formal recommendations which actually involve the City are no. 6 regarding floodplain zoning and no. 16 regarding the provision of park land between the dyke and the river. The question of floodplain zoning has already been talren care of in our new zoning bylaw and the question of park land between the dyke and the river would appear to be a non-controversial recommendation. The question of dyking improvements should, however, be given further consideration in view of the implications mentioned earlicr in this report, City Engineer.
