April 22nd, 1974 (2) The Committee feels that consolidation should pe an ultimate goal in planning the fire departments growth and feels that many benefits will] result from consolid- ation, The Committee agreed that’ some interin agreement on joint protection bet- ween the two areas would not ba” practical at ‘this time. (3) The Committee recommends that consolidation of the two departments should Qe and that a deadline be set of December 31st, 1975, for consolidation of the two departments, subject to resolving some of the differences that presently exist between the two departments. These include a difference in the level of service in each area, requirement for standardization of by-laws, resolving per- sonnel matters and working out a suitable cost-sharing agreement, (4) The Committee feels that there are scill things to be resolved that require an in-depth review of hoth departments and has recommended that a joint intermun- icipal committee continue to function to resolve these differencesand further that a consulting firm be engaged to report on certain aspects of the consolidation, for example the determination of appropriate levelg of sérvice tn the total con~ solidated area, location of fire halls and reporting on the cost estimates of con- Solidation. The Comittee recommended: that the cost of consulting fees be shared between the two Municipalities on a 60-40 basis. be accepted, - Defeated. Mayor Campbell, and Aldermen Traboulay, Laking and Xervluk voted against the @ resolution, ; Prior to defeat of tie foregoing resolution, a discussion ensued, and Alder- man Traboulay stated his view that the City shovid comtruct its own fire hall on the North side of the City, rather than on a joint basis with the District of Coquitlam, and commented he is totally opposed to the concept of consolidation of the two fire departments. Alderman Keryluk stated he failed to see where it would be desirable for the City's Fire Department to move into consolidation with that of the District's at this point. Alderman Rangar commented that the Committee does not want to move towards consolidation at this time$:~however, he pointed out that some benefits May accrue by avoiding duplication of service in boundary areas, Alderman Laking stated he could Find. nothing in the report that. would be of bene- fit to the City and that he is totally against consolidation of the two Fire Depart~ ments. Moved by Alderman Traboulav: Seconded by Alderinan Keryluk: That the foregoing proposed reslution be amended by striking out all. the words after "proceed" in Item l up to and including "basis" at the end of Item 4 thereof.
