vocational training and re-train-
ing, describing it as “on open-
end door for adults” with a wide
“flexibility” as to timing and

Wales appealed to labor to give
the College the widest publicity
and support,

Speaking in support of Dr,
Wales’ appeal on behalf of wider
vocational training and re-train-
ing facilities, VLC Educational
chairman John Hayward observed

World's scientists lash
U.S. infamies in Vietnam

According to a British Daily
Worker report Tuesday of this
week, scientists from 30
countries have accused the U.S.
of perverting science, breaking
international law and under-
mining progress to world peace.

Members of the World Feder-
ation of Scientific Workers, have
issued a statement in which they
accuse the U.S. of “a perversion
of science which can, tomorrow,
appear in infinitely more devas-
tating forms.”

The Federation notes that
«after using chemical weapons
against animals and plants, the
U.S, forces-are now using napalm
and nauseous gases against men,
women and children,”

It added that the U.S. has

arrogated to itself the right to,

attack another State, “against
the fundamental principles of in-
ternational law,” and therefore
cannot deny the same right to
‘other Powers who might feel
themselves outraged or im-
perilled,

Coincident with this statement
from the World Federation of

Scientitic Workers, from
Belgrade 17 non-aligned nations
have issued a joint appeal for
negotiations to reach a political
solution to the Vietnam crisis,
and asked the parties concerned
to open negotiations as soon as
possible without pre-conditions,

The 17 national appeal has been
forwarded to UN Secretary-
General U, Thant, and to the
Soviet Union, Britain, France,
China, Poland, Canada, to the
National Liberation Front of
South Vietnam and to North
Vietnam.

Protests against the U.S, war
on Vietnam continue to pour in
from many influential British
trade union bodies and other
organizations, together repre-
senting millions of people, These
include the Nottingham Confeder-
ation of Shipbuilding and Engin-
eering Unions, British Railway
Unions, the Lewisham and
Woolich Labor parties and other
mass organizations, In addition
there are daily more and more
Labor Members of Parliament
adding their voices for an im-
mediate end to the U.S. war in
Vietnam and a start towards
peaceful negotiations,

ILWU convention opposes -
compulsory arbitration

Resolutions already approved
by the ILWU convention now in
session in Vancouver, include the
following:

* To unalterably oppose any
form of compulsory arbitration
or third party interferer ce in
negotiations,

* To combat with renewed
vigor “Bracero” labor in Cali-
fornia and similar importation
of “Coolie” labor into Canada,

* Vote redistribution on basis
of “one man one vote” in all
state, provincial and federal
elections in both countries,

* The enactment of effective
laws to control and eradicate our
