THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: B. Kirk, February 10, 1982 City Administrator FROM: F.E. Peters, City Engineer SUBJECT: Pedestrian problems at Shaughnessy Street/ Pitt River Road Intersection - Public Works Committee, February 9, 1982 RECOMMENDATION: That the need for pedestrian improvements at the intersection of Shaughnessy Street and Pitt River Road be re-examined after the completion of the intersection improve- ments which will be done by the developer of the townhouse project. BACKGROUND AND COMMENTS: The question of whether improvements for pedestrians should be made was referred to the Public Works Committee by Council. The Committee has examined the conditions at the intersection with the following comments. The actual intersection itself is fully signalized for pedestrian crossings with each crosswalk having a pedestrian signal pushbutton and a pedestrian signal. There is nothing further that needs to be done to the traffic signals. The approaches to the intersection for pedestrians are somewhat difficult on the south side of Pitt River Road. There is no sidewalk available from the west or from the south and the roads are both narrow. The Engineering requirements for the townhouse development include the construction of a sidewalk on both frontages and this sidewalk will assist pedestrians approaching the intersection. There is still a potential problem with peéestrians from the southeast who walk on the east side of Shaughnessy Street. There is a ditch here which prevents the shoulder of the road from being used for walking. We estimate a cost of approximately $25,000 to storm séwer this ditch to provide an area for pedestrians to walk. Rather than trying to commit funds at this time, we would recommend that the intersection be re-examined once the other construction has taken place. The widening of the road can be expected to improve the safety for pedestrians as traffic can provide a better clearance from the pedestrian at the side of the road. . - A i P.E. Beters,.
