This system has been implemented in other Munictpal ities
Including Port Moody and has turned out to be an advantage to
the residents. The major advantages given for the use of this
system are as follows:

1. The ease with which the container can be moved over al]
types of ground in al| types of weather conditions,
even when filled with garbage. :

The secure lid which can be lett on. the container even
when it Is at the curb and thus prevents scattering of
the garbage by dogs and other animals. .

The reduction of injuries to City Employees due to the
hydraulic lif ing mechanism and the fact that the
garbage is not handited directly.

A possible reduction in the weight of garbage due to
the cans not filling up with water during rainstorms.

Residents of the City have a free choice in whether or
not they wish to switch to the container system. Both
methods of pick up will work and therefore the City
does not have to obligate anybody to lease or purchase
the container. * ;

The major disadvantages which we can see with the proposed
system are as follows:

1. People may use the containers to dispose of material
which would otherwise be unacceptable In the City
Garbage Collection Bylaw. This could cause an increase
of weight which has to be pald for at the disposal
station.

People may have difficulty wheeling the full containers
on steep driveways. . .

There could be additional administrative comp!ications
for-the City due to changes in the way our Memorandum
of Agreement for Garbage Co! lection Is structured and
also due to the Inevitable additional phone calls which
result from any change In the system.

4. There could be additional wear on our vehicles due to
the operation of the extra hydraulle equipment.

Once the City decides to Implement such a system on a
permanent basis, residents wll! be offered the lease of a
container at $3.85 per month or the purchase of their own

container at $125.00. SInce residents will be committing some
