THE CORPORATION OF THE CITY OF PORT COQUITLAM C REPORT APR ~ 3 197 TO: Mayor and Council March 28th, 1978 FROM: Public Works Committee Report from the Public Works Committee Meeting held February 23rd, 1978 at 3:45 p.m. IN ATTENDANCE: Alderman E.W. Mabbett ‘ Alderman L.M. Traboulay V.G. Borch, P. Eng. ITEM T. Re: Water Rates ~ Agricultural Area At the present time, an inconsistent, unreasonable, and unfair situation exists in the City's agricultural areas with respect to water rates for domestic water service. Approxi- “mately two dozen properties are metered and the remaining approximately 150 properties are not metered. The unmetered properties pay the same water rates as the single family dwelling Or apartment unit, that is $4.75 per month. The minimum metered rate for a 1/2-inch connection is $5.00 per month and for a 3/4- inch connection is $5.20 per month. Most metered properties pay more than the minimum. The Committee recommends that commercial and/or industrial operations should be metered but that agricultural properties should pay a flat water rate as follows: Properties one acre or less - $4.75 per month Properties over one acre - $5.25 per month. As a comment to the above recommendation the Committee has had many discussions with the residents of the agricultural areas and feels the recommendations would be acceptable. The Committee also points out that the water system generally in the agricultural areas is substandard and this is the reason for the relatively low rates recommended. Should improvements to the water system be considered it is felt that new, higher rate structures will also have to be considered. Respectfully submitted, vV.G. Borch, . Eng., City Engineer.
