THE CORPORATION OF THE CITY OF PORT COQUITLAM Flooding ~2~ > Nov 5/81 3. Glade Court - This area has had a history of flooding problems and again there were several basements that were flooded. However, the flooding in this case was confined to water backing up from the storm sewers in those basements which are. below the elevation of the street. At no time did the water rise high enough in the Cedar ditch to prevent the drainage of the storm sewer into it, although the storm sewer was surcharged above its normal level. 4. Richmond Place - There was some water on the street in Richmond Place and it appears that this was caused by excessive runoff from the surrounding fields. To solve this problem we will probably need to install additional catch basins so that the inlet Capacity is increased, 5. Victoria Drive ~ There was some washing out of drive- ways around culverts on the north Side of Victoria Drive and the District Engineer has been asked to increase the size of those culverts. The heavy flow across Victoria Drive caused water to overflow one of the manholes in the Cressey Subdivision which is under construction. This overflow was caused by that manhole not being completed and the top being below the hydraulic gradeline. Once the manhole is finished it will be a foot higher and this should place it above the hydraulic gradeline. ' 6. Dominion Avenue - Tides were high for most of the period during which the heavy rainfall occurred. The floodgates were not able to open to drain the ditches and therefore all drainage had to be done by pumping. Both new pumps were operating continuously. Despite this the ditches were high throughout the area and there was some flooding of land adjacent to the ditches feeding into the Dominion Avenue outlet works. The new ditch from Laurier Avenue which was done last year helped to provide good drainage to that area. The new ditch construction which was under- taken this year from the Highway to the golf course also helped. to drain that area. However, as there is still an undersized culvert to the golf course parking lot and also across Burns Road, this ditch did not drain as fast as it should have. One new culvert is available to be put across Burns Road and we have a bridge which we will be using to replace the culvert to the golf course parking lot. Further work required will be the widening and dyking of the ditch between Burns Road and the outlet works. ‘This is a major project requiring acquisition of additional right-of-way for the ditch, dyking, and ultimately a separation structure at the outlet
