REPORT BACKGROUND Council, on 1986 December 08, received a letter from the Canadian Labour Congress requesting the completion of a mail-in card to the Prime Minister, Opposition Party leaders and our local M.?P. expressing support for the preservation and improvement of postal service. The Planning & Building Inspection Department has since been In contact with the Pacific Division of Canada Post to obtain infor- mation on the proposed changes to the postal delivery system. In addition, Council, on 1987 May 04, heard presentations from various organizations who spoke agaiast the establishment of Super Mail Boxes. EXISTING SITUATION The Pacific Division of Canada Post nas advised that it will be providing a new mail delivery system to subdivisions currently under development and to future subdivisions in Burnaby (this includes new streets and extensions to existing streets). Mail delivery will be made to Super Mail Boxes, which are permanent, rust-proof steel fixtures secured to a concrete approach pad. The Super Mail 80x combines three mai] services, including mail drop- off, mail pick-up and parcel pick-up. Any given Super Mail Box location will serve eight to thirty-eight households and will be within 180 metres of any home. In most cases, they are to be located on municipal property, near a walkway or path. Locations could include a park, in front of a mall or around the corner from a.residence. We would remind Caunci] that al? road allowances (in- clucing boulevards) in Burnaby are owned by the Province. Some new subdivisions currently under development do not have any special areas that could accommodate a Super Mail Box except on the boulevard in front of someone’s house. Canada Post has assured us verbally that current door-to-door de- livery service will not be replaced by the Super Mail Box system. Apparently there are several “green boxes" currently in use in Burnaby that will be replaced with Super Mail Boxes. Canada Post desires and has formally requested the co-operation of our Municipality in selecting locations for the Super Mail Boxes, keeping pedestrian safety, traffic flow, underground services and aesthetics uppermost in their minds. They wish to be included in the planning stage of subdivision development so that provision can be made for Super Mail Box sites. 45
