During thet workshop, fundamental issues and questions were dealt with and agreement on a local Philosophy, Goals and Objectives was reached. The "Philosophy" defines why local taxpayers shoulcl be involved in public leiaure services; the two “Goals’ give meaning to that Philosophy and the twenty-one “Service Objectives’ provide identifiable, measurable direction for the City for the delivery of public leisure services in the foreseeable future. The “Philosophy” is consistent with the "Goals", which are consistent with the "“Objectives*. The following sections SuITINaize each. PHILOSOPHY Services cannot be provided simply for the benefit of those who consume the servica but must also be seen to benefit all citizens at least indirectly. Such services, therefore, cannot be seen to be an end in themselves but must be treated as a means to an emd: the end being the achievement of s worthwhile goals and objectives, each of which demonstrates indirect benefit to ail citizens.
